Relocation Survey in San Pedro,Laguna

A relocation survey was requested to help the client secure a new Transfer Certificate of Title (TCT) for school properties in San Pedro, Laguna. This is critical to prevent territorial and legal disputes within school boundaries that serve the city's growing student population. Despite existing since the 1940s — with many buildings and improvements added over the years — several schools still do not have proper TCTs. This lack of legal land ownership limits the local government's ability to fund further school improvements and exposes the properties to potential boundary disputes with neighboring barangays.

San Pedro City, located in Laguna province, spans 24.05 square kilometers and has a population of 326,001 according to the 2020 Census. It accounts for 9.64% of Laguna's total population and 2.01% of the CALABARZON region. Source: PhilAtlas

One key example is San Pedro Central Elementary School, founded in 1912 and located in Barangay Poblacion. The school sits on a 12,944-square-meter lot acquired through a donation deed. It now serves 3,152 students from Poblacion and nearby barangays, with 73 permanent teachers and 3 utility workers under the supervision of a district supervisor and a full-time school principal. However, securing a new TCT is not simple. Relocation surveys involve complex paperwork, strict regulatory requirements, and coordination with multiple government agencies. Problems such as overlapping titles, multiple land claimants, and administrative delays in plan verification often prolong the process. Faced with these challenges, the client sought professional help to handle the technical, legal, and administrative aspects of the relocation survey — aiming to avoid costly delays, legal battles, and secure the land once and for all for the city's education needs.

Our team, led by Engr. Kristian, with a decade of field experience and technical specialization on the topic, went to the field. Using RTK technology, we went to San Pedro Central Elementary School. Our mission was to accurately help the client re-establish boundaries and file the accurate certificate of land title to prevent disputes and legal hurdles.
